President Bola Tinubu is poised to initiate a three-tiered approach to evaluating his Ministers and heads of Ministries, Departments, and Agencies (MDAs) in anticipation of his inaugural year in office.

The objective is to establish a mechanism enabling public participation in appraising Ministers, determining those to be retained, and those potentially replaced, as the administration reaches its one-year milestone on May 29, 2024.

Reliable sources within the Presidential Villa, Abuja, disclosed to BusinessDay on Monday that the President had intended to unveil the platform on Tuesday. However, the inauguration has been deferred to the following week to allow the office of the Special Adviser on Policy Coordination, under the leadership of Hadiza Bala-Usman, to finalise the process.

The initiative will operate across three stages. Initially, members of the public can access information on President Bola Tinubu’s objectives for each Ministry via the platform, enabling feedback on Ministerial performance aligned with these targets. Subsequently, the Policy Coordination office will conduct evaluations, followed by assessments from a group of Consultants.

“This structured approach will serve as the basis for determining the retention of Ministers or their departure due to subpar performance,” stated the insider.

Bala-Usman had previously indicated that President Tinubu would dismiss Ministers failing to fulfil their mandates. She reiterated this stance during a technical retreat for delivery desk officers of federal ministries, emphasising the government’s commitment to enhancing the lives of Nigerians.

The retreat aimed to acquaint delivery officers with the progress tracking framework and bolster their capacity for monitoring delivery plans. Following a directive from the President, the Special Adviser on Policy and Coordination was tasked with activating a performance tracking system leveraging cutting-edge digital innovation.

In his address, President Tinubu underscored the importance of tangible results, urging Ministers to demonstrate diligence, innovative thinking, and an unwavering focus on outcomes aligned with the Renewed Hope Agenda.

Moreover, the Policy Coordination Office will primarily rely on recommendations from the inaugural Ministerial retreat to assess Ministerial achievements. Recommendations include advocating for transparent procurement processes, aligning MDA budgets with the President’s vision, and standardising appointment criteria for Ministers and agency heads.

Other directives encompass enhancing the efficiency of government intervention programmes, judicial processes, and executive-legislature collaboration, alongside intensifying efforts to combat revenue leakages, bolster security, and foster state-level collaboration.

Furthermore, the government’s agenda encompasses agricultural sustainability, energy sector revitalisation, educational advancement, healthcare access, social development, and sports sector revitalisation.

However, Tinubu’s administration is implementing a comprehensive strategy to evaluate Ministerial performance, prioritising transparency, accountability, and tangible results to fulfill its commitment to the Nigerian people.
