Kano State Governor, Abba Yusuf, has sanctioned the appointment of three second-class emirs, as announced by the Director-General of Press to the Governor, Sanusi Bature.

The newly appointed emirs are Alhaji Muhammad Mahraz Karaye, who assumes the role of Emir of Karaye, Alhaji Muhammad Isa Umar, appointed Emir of Rano, and Alhaji Aliyu Ibrahim Abdulkadir Gaya, named Emir of Gaya.

These appointments, effective immediately, establish these emirates as second-class entities, with Kano remaining the first-class emirate.

Alhaji Muhammad Karaye was previously the District Head of Rogo, while Alhaji Muhammad Umar held the position of District Head of Bunkure before their elevation.

Alhaji Aliyu Abdulkadir Gaya, formerly the Emir of the defunct Gaya emirate, has been reinstated to lead the new Gaya Emirate.

This development follows Governor Yusuf’s signing of the Kano State Emirate Council Establishment Bill 2024 into law on Monday.

The legislation, passed by the State House of Assembly, aims to enhance governance at the grassroots level while preserving the cultural heritage of the people.

Under the new law, second-class Emirate Councils have been established in Rano, Gaya, and Karaye, each overseeing specific local government areas.

Governor Yusuf explained, “The Rano Emirate covers Rano, Kibiya, and Bunkure Local Government Areas.

Gaya Emirate comprises Gaya, Albasu, and Ajingi Local Government Areas, while Karaye Emirate includes Karaye and Rogo Local Government Areas.”

These councils are empowered to advise the Emir of Kano on matters concerning public order and boundary disputes within their jurisdictions.

Speaking after the signing ceremony, Governor Yusuf underscored the significance of the law in preserving cultural values and fostering grassroots governance. “This law will bridge the gap between the grassroots and the government,” he affirmed.

The existing Kano Emirate Council, led by a first-class Emir, will collaborate with these second-class Emirate Councils, whose jurisdiction is limited to their respective local government areas.

House Speaker Jibrin Falgore reaffirmed the Assembly’s commitment to enhancing governance structures for the benefit of Kano State’s residents. “We are dedicated to passing laws that improve governance and the lives of our citizens,” he stated.

This development is expected to enhance Kano State’s governance structure, ensuring traditional institutions play a pivotal role in local administration and cultural preservation.

In a related development in May, Governor Yusuf reinstated Emir Muhammadu Sanusi II as Kano Emir, six years after his removal, following the dethronement of Emir Aminu Ado Bayero, a decision that has sparked legal debates in the state.
